Three trade licensing requirements you cannot skip in WA

Licensed plumber — Plumbers Licensing Act 1995 (WA): All plumbing work must be done by a licensed plumber. Unlicensed plumbing is a criminal offence with fines up to $10,000. Your plumber should issue a Certificate of Compliance — keep this for insurance and resale.
Licensed electrician — Electricity (Licensing) Regulations 1991 (WA): Installing or modifying exhaust fans, lighting circuits, heated floor thermostats, or any power points must be done by a licensed electrician. No exceptions.
Waterproofing — Australian Standard AS 3740: Waterproofing must comply with AS 3740 and must be applied by someone with the correct training. Non-compliant waterproofing typically fails within 5–10 years — the resulting damage costs far more than the original saving.

Does a bathroom renovation need a building permit?

For a standard bathroom renovation — tiling, new fixtures, new vanity, no walls moved — no building permit is required in WA. The absence of a permit doesn't mean the work is unregulated though. Your plumber and electrician still issue compliance certificates independently.
